Culver City is its own city, with its own zoning code, its own planning staff and its own permits, and it is largely surrounded by the City of Los Angeles. A lot on one side of the boundary and a lot on the other can face different rules for height, setbacks and review, sometimes on the same street.
That is why the first question here is which city a property is actually in, and a mailing address does not always answer it: some homes with Culver City addresses sit inside Los Angeles. The studio works on both sides of the line and designs each house to the rules that govern its lot.

No. Culver City is a separate city with its own zoning code, its own planning staff and its own permits. What applies on one side of a city boundary does not necessarily apply on the other, and around Culver City those boundaries run close together.
Not necessarily. Some homes with Culver City mailing addresses sit inside the City of Los Angeles, and it is the city a lot belongs to, not its mailing address, that decides which zoning code and which permit office apply. We confirm it before design begins.
