The idea
Setbacks, height, lot coverage, grading limits, view corridors, hillside ordinances, fire access and coastal requirements are constraints that shape the building. Treating them as a submittal step rather than a design input is how projects lose years in review.
Apel Design carries entitlement strategy from the first feasibility study through plan check responses, so the design that goes to hearing is one the agency can approve and the client still wants to build.

Questions
It depends entirely on the site, the permit type and whether the project triggers discretionary review. Coastal Development Permits and hillside approvals typically run considerably longer than a by-right building permit, and no responsible estimate can be given before a zoning analysis.
Entitlements are the land use approvals that establish what may be built. Building permits confirm that the construction documents meet code. Entitlements come first, and a project can hold entitlements for years before it pulls a permit.
In many cases yes, though the work is more predictable when the entitlement strategy informs the design from the start.
