West Hollywood is not Los Angeles. It runs its own zoning ordinance, its own planning department and its own review, and none of what applies a block away necessarily applies here. It is also overwhelmingly multifamily: of roughly 1,250 acres, around 417 are zoned for medium and high density housing, which is why a single-family lot here usually has an apartment building on at least one side of it.
On top of the base zoning, several neighbourhoods carry overlay districts with their own design standards, so two lots in the same zone can face different rules about what the street is allowed to see. That is the reason the work here runs across both building types. The studio designs houses squeezed between apartment buildings and the apartment buildings themselves, and the constraints that shape one are the constraints that shaped the other.

No. West Hollywood is a separate city with its own zoning ordinance, its own planning department and its own review. Setbacks, height, parking and what the street is allowed to see are decided here, not by the county or by Los Angeles.
What is an overlay district, and does it apply to me?
Several neighbourhoods carry design standards layered on top of the base zoning, so two lots in the same zone can face different requirements. Whether one applies to a given parcel is worth establishing before a design begins, because it usually governs what the front of the building can do.
